Abstract
This paper explains a coding technique for transmitting television scenes at rates ranging from 64 to 320 kbit/s. The algorithms to be described are applied to TV input signals with reduced spatial and temporal resolution. Use is made of a hybrid coding algorithm, with predictive coding in the time domain and transform coding in the spatial domain. To improve coding efficiency an object matching technique is used for movement compensation. The residual prediction errors are coded by adaptive block quantization with a 16*16 discrete cosine transform (DCT). On the receiver side skipped fields are reconstructed by motion adaptive interpolation (MAI).
