The spontaneous emission in the uniform magnetic field with a dielectric medium is described. With the index of refraction assumed to be a slowly varying function of the radiation frequency (and to be no larger than 2), we find, as compared to a vacuum, that the dielectric medium increases the overall energy emission in the 10-to 10-6-GHz spectral region at least by a factor of 100. (Here we assumed that the beam energy and a magnetic field are no larger than 10 MeV and 4 T, respectively.) A new effect, a helical Cerenkov effect, is also deduced whose practical aspects are presently being investigated.
