A prior analysis (1) of the dispersion relation for the growth of electron Bernstein modes that stand radially and propagate axially within a beam-filled conducting cylinder has been extended to the case of a beam bounded by coaxial cylinders. This geometry offers more flexibility for input/output coupling and a smaller radial potential depression (and thus smaller velocity spread) than do cylindrical beams of equal perveance. A conceptual design is presented for an amplifier at 94 GHz based on this notion needing a beam voltage of only 20 kV and a non-cryogenic magnetic field of only 7 kG.
