Starting conditions of spontaneous oscillations of fast wave amplifiers, operating near the cutoff frequ- ency of the operating TE mode of the waveguide such as the uniform gyro-TWT and peniotron are calculated. Number of amplifiers with different terminating loads are considered. The use of distributed losses with various distribution functions and a sever of the waveguide for the prevention of oscillations are exarni- nated.
